Trump Moves to Break Meatpacking Monopoly with New Rancher Rights
President Trump targets the dominant beef industry, where four firms control 80% of processing, to empower small ranchers and reshape food supply chains.
President Donald Trump has announced plans to dismantle the concentration of power in the U.S. beef processing industry, a move aimed at addressing what some lawmakers describe as a modern-day monopoly controlled by a handful of corporations. The administration’s initiative seeks to allow small-scale ranchers and farmers to process their own meat, a shift that could reshape the nation’s beef supply chain and strengthen food security.
Industry observers note that four major companies—JBS, Tyson Foods, Cargill, and National Beef—currently dominate cattle purchasing and beef processing, controlling roughly 80% of the market. This consolidation has reduced competition, weakened regional food supply chains, and shifted pricing power away from independent producers. Republican Senator Josh Hawley of Missouri has previously criticized the arrangement, calling it a “modern-day monopoly” that harms farmers and consumers alike.
In a statement on Truth Social, Trump framed the issue as a long-standing grievance among agricultural producers. “For years I have heard that they have had a tremendous problem with the Big Processors, who many say are a nasty Monopoly,” he wrote. “There are, essentially, 4 of them, a very non-competitive number, and they make life miserable for our wonderful Farmers and Ranchers.” The president pledged to authorize legal steps to grant farmers and ranchers the right to process their own meat, stating, “This should move quickly.”
The administration has already taken action, including launching an antitrust investigation into the meatpacking industry. Agriculture Secretary Brooke Rollins has indicated that further measures will be introduced, such as waiving certain processing regulations and expanding the ability of ranchers to sell meat across state lines. The goal is to create a more decentralized and resilient food system.
Rep. Thomas Massie of Kentucky, a Republican, has voiced support for the initiative but emphasized the need for legislative action. In a social media post, Massie called on Congress to pass the PRIME Act, which would permanently allow on-farm meat processing and direct sales across state lines. The legislation has bipartisan backing in both the House and Senate and is included in a pilot program within the House farm bill.
The push for greater independence in meat processing aligns with efforts by some producers to operate outside the dominant industrial system. Beck Ranch, a family-run operation in the United States, has begun processing its own grass-fed Black Angus beef on-site, bypassing the major meatpacking firms. The ranch markets its products directly to consumers, offering transparency about sourcing and production methods.
Advocates argue that vertical integration—where ranchers control multiple stages of production—can help small operators retain more value, reduce costs, and build shorter supply chains. Opponents, however, warn that regulatory changes must balance food safety and economic fairness.
The Trump administration’s actions reflect broader concerns about industry consolidation and its impact on food security. By enabling more small-scale processing, the policy aims to restore competition and give independent ranchers greater economic leverage.
