The Trump administration’s strategy to shift more defense responsibilities to regional allies faces new challenges as Russia and North Korea deepen their military ties, exposing gaps in Washington’s plan to regionalize security threats.
U.S. President Donald Trump’s recent decision to scale back the annual Ulchi Freedom Shield military exercises with South Korea comes amid growing concerns over North Korea’s expanding military capabilities. Ukrainian President Volodymyr Zelensky warned last week that Pyongyang’s involvement in Russia’s war in Ukraine has given it valuable combat experience, prompting fears that North Korea may apply these lessons closer to home. Russian forces have already used North Korean ballistic missiles in attacks on Ukraine, including a deadly strike on Zaporizhzhia, while Pyongyang conducted additional missile tests from its east coast.
The Ulchi Freedom Shield drills were originally designed to prepare for modern warfare challenges such as drones, GPS jamming, and cyberattacks. However, Trump’s reduction of the exercise—from 11 days to just five—raises questions about U.S. readiness to counter a more experienced North Korean military. The move also reflects broader tensions in the U.S.-South Korea alliance, as Seoul has declined to support American operations in the Strait of Hormuz, prompting Trump to link alliance decisions to unrelated U.S. priorities.
The Trump administration’s 2025 National Security Strategy emphasizes “burden-sharing,” urging wealthy allies to take primary responsibility for regional security so the U.S. can focus on broader global priorities. The 2026 National Defense Strategy (NDS) similarly tasks European allies with handling Europe’s defense and supporting Ukraine, while assigning South Korea a leading role in deterring North Korea with limited U.S. support. However, the deepening Russia-North Korea relationship complicates this strategy, as Moscow provides Pyongyang with battlefield experience and protection from international isolation.
Analysts warn that North Korea’s combat experience in Ukraine—including improved missile accuracy and adaptive tactics—could enhance its military effectiveness in Northeast Asia. South Korea has expressed concerns about assuming greater responsibility for deterring North Korea while facing a more capable adversary shaped by the conflict in Ukraine. Meanwhile, Seoul’s efforts to engage Pyongyang diplomatically could be undermined by any direct military involvement in Ukraine, further straining the alliance with Washington.
The strengthening Russia-North Korea partnership challenges the Trump administration’s goal of separating regional security responsibilities. As Moscow and Pyongyang deepen their military cooperation, the U.S. and its allies must reassess how to deter threats that are no longer confined to single theaters.
