Poster Boy: Sanctioned Kinahan Cartel Lieutenant Found Playing Padel in Dubai

A key lieutenant in the Kinahan cartel, an Irish organized crime group, has been publicly identified playing competitive padel in Dubai, despite being sanctioned by the U.S. government in 2022.
Ian Thomas Dixon, 36, who has no known criminal convictions, is accused by American authorities of acting as a trusted financial operative for Daniel Kinahan, the cartel’s alleged drug trafficking manager. Dixon’s alleged responsibilities included moving large sums of cash across Europe, arranging payments, and tracking debts owed by a drug trafficker.
The U.S. Treasury Department sanctioned Dixon in April 2022, along with cartel leaders Christy Kinahan, 69, and his sons Daniel, 49, and Christopher Jr., 45. The Kinahan group has been linked to drug trafficking, money laundering, and arms smuggling, with investigations connecting it to Iran’s intelligence services and Lebanon’s Hezbollah. A feud with a rival gang has been tied to at least 18 murders across four countries.
Dixon’s recent appearance at a padel tournament in Dubai, a sport combining elements of tennis and squash, was uncovered by Bellingcat and The Sunday Times in a joint investigation. The findings mark the first public sighting of Dixon since his sanctions and provide new insight into the activities of a cartel associate who had largely remained out of public view.
According to the U.S. sanctions notice, Dixon controlled Hoopoe Sports LLC, a Dubai-based company that listed professional boxers among its clients and reportedly received over $4 million linked to bouts involving former heavyweight champion Tyson Fury. Boxing promoter Bob Arum previously stated that the funds were consulting fees paid to Daniel Kinahan.
Dixon, who moved to Dubai following a violent feud with a rival gang, has used the alias “Ian Thomas” in recent years. His online padel tournament registration and social media posts were matched to images of him through a publicly available facial recognition search, confirming his participation in the Asia Pacific Padel Tour (APPT) in December 2024.
Video footage from the tournament, broadcast live on YouTube, shows Dixon receiving a silver medal and a commemorative racquet after finishing as runner-up in the master final. He was also seen speaking with a close relative of Daniel Kinahan during the event.
The tournament took place weeks after the arrest of Sean McGovern, a senior Kinahan associate, who was extradited to Ireland last year and sentenced to 24 years in prison for directing a criminal organization involved in murder and attempted murder.
Dixon’s presence at the padel event underscores the continued ability of sanctioned cartel figures to operate internationally, despite enforcement measures. Investigators say the Kinahan group has evolved into a $1.5 billion transnational network, with operations spanning Europe, the Middle East, and beyond.
Dixon’s digital footprint—from padel tournament registrations to social media posts—has allowed open-source researchers to trace his recent movements, offering a rare glimpse into the private life of a figure long concealed by the cartel’s secrecy.
