Consortium Wins HK$1.03B Northern Metropolis Tender: What It Means for HK
A six-company consortium secures a HK$1.03 billion tender for Hong Kong's Northern Metropolis project, marking the first major land parcel development in the region.

A six-firm consortium led by mainland Chinese developers and a Hong Kong property giant has won the HK$1.03 billion tender for the first major land parcel in Hong Kong’s Northern Metropolis, marking a key step in the government’s HK$100 billion-plus infrastructure plan to transform 30,000 hectares of rural land into a tech and logistics hub. The successful bidder, HSK New Development, will develop three residential sites with 3,000 flats, operate one of three planned technology parks, and build a large-scale logistics facility for e-commerce giant JD.com. The consortium includes subsidiaries of China Overseas Land & Investment, China Merchants Land, China Resources Land (Overseas), China Tourism Group, JD.com, and Hong Kong developer Sino Land.
The tender, announced by Secretary for Development Bernadette Linn on Monday, covers an 11-hectare site in the Hung Shui Kiu/Ha Tsuen New Development Area, the first large-scale land disposal under the Northern Metropolis initiative. The government used a two-envelope system, weighting bids 30% on price and 70% on non-monetary benefits such as job creation and enterprise quality. The consortium’s total projected investment of HK$16.8 billion is expected to generate 6,000 jobs and deliver 3,000 residential units.
While the consortium will operate only one of the three tech parks, the government will develop and manage the remaining two through the newly formed Hung Shui Kiu Industry Park Company. The winning tenderer is also responsible for site formation on an additional 4.5-hectare plot and must return it to the government by the end of 2028. Secretary Linn described the consortium as comprising “major enterprises” with deep local experience and strong industry leadership, calling their participation a vote of confidence in the Northern Metropolis.
Former lawmaker Edward Lau said the tender outcome clearly demonstrates market confidence, though he noted that the consortium’s limited role in tech park operations suggests ongoing caution about long-term investment in the project. Lau Chun-kong, chair of the Land Policy Panel at the Hong Kong Institute of Surveyors, called the result a positive development and emphasized the significance of involving major developers with diverse industry expertise.
The Northern Metropolis aims to integrate Hong Kong more closely with Shenzhen by creating a high-tech corridor, increasing housing supply, and fostering economic collaboration across the border. The government’s phased land disposal strategy is expected to attract further private investment and accelerate infrastructure delivery across the 30,000-hectare zone.
