Assam govt to invest ₹50,000 crore in developing infra over 5 yrs: Himanta

The Assam government, led by Chief Minister Himanta Biswa Sarma, has announced a ₹50,000 crore investment over the next five years to develop infrastructure across multiple sectors under the ‘Viksit Assam: Infra Vision’ initiative. Speaking at a press conference following a state cabinet meeting in Guwahati, Sarma outlined plans to improve healthcare, education, housing, power, roads, and flood resilience, among other priorities.

The investment will cover primary healthcare facilities, schools, anganwadi centers, housing for tea garden workers, and the construction of women’s markets and hostels. Additionally, the government will strengthen flood embankments and enhance power infrastructure. Sarma emphasized that the funds would be strategically allocated to uplift rural and urban communities alike.

To support industrial growth, the cabinet approved the allocation of 1,174 bighas of land in Kamrup Metropolitan and Nagaon districts for industrial estates and land banks. Another 27 bighas in Rangajan Gaon, Dhemaji district, was allotted to the Animal Husbandry and Veterinary Department for a milk processing project. These measures aim to boost local industries and create employment opportunities.

In a bid to improve the ease of doing business, the cabinet approved the Assam Trade Articles Order, 2026, which removes the requirement for retail selling licenses for petroleum products. An amendment to the Industrial and Investment Policy of Assam, 2019, was also passed to include Registered Vehicle Scrapping Facilities as an eligible activity under the Assam Vehicle Scrappage Policy, 2022, thereby encouraging the formal scrapping sector.

The cabinet extended a one-time window for determining the market value of tea gardens or tea land to calculate stamp duty and registration fees on conveyance deeds, along with the one-time SOP valuation mechanism. This decision is expected to benefit tea estate owners and investors in the sector.

Major infrastructure projects were also cleared, including a ₹300 crore investment by Fermbox Bio Pvt Ltd in Tezpur, Sonitpur district, and a 30 MW solar power plant coupled with a 25 MW Battery Energy Storage System in Goalpara district. Additionally, ₹155.98 crore was sanctioned for a rail overbridge near Hawaipur station and a bypass road in West Karbi Anglong, aimed at reducing congestion in Lanka town.

Gauhati University will receive ₹110 crore for infrastructure development in 2026-27 to complete pending works. The government also announced affordable rates for essential commodities, making masur dal available at ₹70 per kg and sugar at ₹35 per kg for National Food Security Act ration card holders.

Under the Orunodoi scheme, flood-affected beneficiaries in Sivasagar and Charaideo districts will receive ₹2,000 this month, up from the usual ₹1,250, while other districts will get ₹1,200. Sarma also stated that the state would provide an initial relief of ₹15,000 to remaining flood-affected families starting September 1.
