France Works Agency Caught Off Guard by New Termination Agreement Rules

PARIS — The implementation of new regulations governing termination agreements has taken France Travail, the national employment agency, by surprise, industry sources confirmed today.

Under the revised rules, effective since June 29, 2025, employers must now submit termination agreements to France Travail within seven days of signing. Previously, the process allowed up to 15 days. The change was introduced as part of broader labor market reforms aimed at accelerating administrative procedures.

France Travail officials admitted the adjustment caught them off guard. "We were notified of the change only two days before its implementation," said an internal memo obtained by this newspaper. "Our systems were not immediately updated, which has led to temporary delays in processing."

Employers have also expressed concerns about the tighter timeline. "The seven-day window is extremely difficult to meet, especially for large companies with multiple terminations," said a representative from the French Employers' Association (MEDEF). "We are seeking clarification on how France Travail will handle cases where the deadline is missed due to administrative delays."

The reform is part of President Emmanuel Macron's broader effort to modernize labor laws, aiming to reduce unemployment by making hiring and firing more flexible. However, labor unions have criticized the changes, arguing they favor employers at the expense of workers' rights.

France Travail has pledged to address the initial disruptions. "We are working around the clock to update our systems and provide clear guidance to employers," said a spokesperson. "Our priority is to ensure a smooth transition for all parties involved."

The agency has also extended its customer service hours and set up a dedicated hotline to handle inquiries related to the new rules. Employers and employees alike are encouraged to consult the updated guidelines on the France Travail website.
